Submission Guidelines
IEEE SA Contributors Collection is a free, publicly accessible platform dedicated to publishing the documents contributed by participants during the development of IEEE standards. Contributions may be different types of documents ranging from pure research to technical analysis, complete technical specifications, and use cases. These Contributions may or may not be directly implemented or referenced in the final standard. Additionally, these documents may be in many formats including presentations, text documents, and many others.
Material Submission Requirements
The following criteria are required in order to post your material to IEEE SA Contributors Collection:
- Written in English
- Free of offensive or plagiarized content
- Submitted by the author, where the copyright is owned by the author
If any other person or entity owns material in any Contributions, the author must also submit a copyright release from the relevant person or entity, with explicit permission to provide the material under the Creative Commons license selected.
How to Submit a Contribution
Follow these steps to submit material to IEEE SA Contributors Collection:
- You should have already submitted your document to the Working Group for consideration in the development of an IEEE Standards Project or approved IEEE standard. Your document must be owned entirely by the authors and must not contain material owned by any third party.
- Start your new submission by clicking on the “Submit” in the upper right hand corner of the standardscollection.ieee.org website.
- Confirm you are not a robot by checking the box and read the disclaimer and Terms of Use prior to making your submission.
- Drag and drop your files using the “Browse” button on this page to upload your Contribution’s file(s). You may embed your figures and tables in your text file or upload figures and tables separately. Additional or supplementary material can also be uploaded. Please note that each individual file should not exceed 10 MB.
- Once your files are uploaded, you will have a chance to edit your submission’s metadata. Enter your document title, Item Type, Author, and Description. Make sure that your title and description accurately reflect your Contribution so that readers can find it easily. Add co-authors by name, email address, or ORCID number. Select the category that best describes the topic of your Contribution. Add keyword(s) that best represent the main idea of your Contribution. Continue to fill out the rest of the fields required. Include any links to related content as needed. Select your License and, if you wish, upload any additional files. Upon completion, click the Submit button in the bottom right corner of the page.
- You will receive an email after your Contribution has been reviewed and vetted for plagiarism, notifying you if it can be posted to IEEE SA Contributors Collection. Your submission will be kept private until posted publicly by the moderator.
Screening Process
All submissions to Contributors Collection are screened prior to acceptance. Submissions are not peer reviewed which means that content is not screened for technical merit, completeness, or novelty. Additionally, submissions are not edited or typeset.
Submitted documents are vetted for appropriateness and then their submission status is confirmed by WG volunteer leadership for acceptance on the platform. All submissions are checked for offensive content (i.e., content that is disrespectful, abusive, or derogatory). Any content found to be plagiarized or offensive will be declined, as will nonscientific content or content that is not technical in nature (e.g., news, advertisements, and calls for papers). Content which does not fall within Contributors Collection’s scope will be declined.
Decisions may be appealed by sending an email clearly explaining the reason for appeal to [email protected]. All correspondence must include the Contribution’s title for reference.
Licensing
During the submission process, you will be asked to select a Creative Commons license for your material:
- CC BY 4.0 (Attribution only) allows others to copy, reuse, adapt, and build upon your work, including for commercial purposes, as long as the content is attributed to you.
- CC BY-SA 4.0 (Attribution-ShareAlike) allows others to copy, reuse, adapt, and build upon your work, including for commercial purposes, as long as the content is attributed to you and the adapted work is distributed under the same license as the original.
- CC BY-NC-SA 4.0 (Attribution-Noncommercial-ShareAlike) allows others to copy, reuse, adapt, and build upon your work for non-commercial purposes, as long as the content is attributed to you and the adapted work is distributed under the same license as the original.
- CC0 1.0 (Public Domain Dedication) allows others to copy, reuse, adapt, and build upon your work for any purpose without attribution; all your rights in the work are waived and the work is dedicated to the public domain. You may not use this selection if your work contains material copyrighted by anyone other than you, unless the copyright owner places their material in the public domain.

Third-Party Submitters
Only an author can agree to the licensing and dissemination of his or her content on Contributors Collection. Therefore, only the author of a Contribution may submit the Contribution to Contributors Collection. Submissions made by third parties or on behalf of a third party, e.g., a company, organization, university, without identified authors, will be declined.
Removing Content from Contributors Collection
All submitted materials on IEEE SA Contributors Collection receive Digital Object Identifiers (DOIs), making them part of the citable scientific record and indexable by external services such as CrossRef and Google Scholar. As such, no materials may be removed from Contributors Collection. If it is discovered that there are errors in a submission and the author wishes to withdraw it, the material will still appear in Contributors Collection but it will be marked as “withdrawn” and annotated with comments explaining the reason for the withdrawal. In an extraordinary situation in which it is deemed necessary to remove access to submitted material (e.g., a fraudulent Contribution, a duplicate Contribution, or copyright infringement), the original metadata record will be retained but the record will be annotated with a note explaining the reason for removal.
